詹嘉礼：竭力服务于华裔选区的国会议员

Jim Karygiannis: MP remembered for dedication to serving constituents

在士嘉堡-爱静阁选区担任自由党国会议员25年的詹嘉礼在4月初宣布退出联邦政坛，转战参选多伦多39选区的市议员。尽管其功绩有所争议，一直尽力于捍卫包括许多华裔人士在内的选民们的利益的詹嘉礼，备受选民们的尊敬。一下是《大中报》记者Eric Emin Wood的采访报道。

Jim Karygiannis, the Liberal MP serving the Scarborough-Agincourt riding for 25 years, announced in early April that he is quitting federal politics to run for Ward 39 councillor. Despite being mired in controversy, Karygiannis is well-respected for his dedication to defending the interests of his constituents, many of whom are Chinese Canadians. Chinese News reporter Eric Emin Wood reports.

When Liberal MP Jim Karygiannis looks back on his 25 years of service to Scarborough-Agincourt, some of his proudest moments include the Chinese community.

据詹嘉礼估计，他曾访问中国约45次，其中包括2001年随哈珀总理一起出访中国；与中加留学论坛合作吸引中国学生前往加拿大留学；牵头呼吁加拿大政府为2008年四川大地震灾民提供援助。

He estimates that he’s visited the country some 45 times, including in 2001 with Prime Minister Stephen Harper; has collaborated with the CCOSF (Canada-China Overseas Study Forum) to bring Chinese students to Canada; and led calls for the Canadian government to assist victims of the 2008 Sichuan earthquake.

詹嘉礼称，自从他在4月1日（周二）宣布辞去国会议员职务，竞选多伦多39选区的市议员后，许多华裔支持者都打电话表达了他们的失望之情。

Since announcing his resignation and plans to run for Ward 39 councillor on Tuesday April 1, Mr. Karygiannis says that many Chinese-Canadian supporters have called to express their disappointment.

但他同时表示：“也有39选区的居民打电话称‘谢谢你，我们将会在市政厅拥有发言权。’”

“But the ones that live in Ward 39 are calling up and saying, ‘thank you. We’re going to have a voice at City Hall!’” he says.

不过，并不是所有人都为詹嘉礼的离去感到难过。

But not everyone is sad to see Mr. Karygiannis go.

加拿大保守党联合总会副会长Jonathan Fon表示：“詹只是热衷于某些领域的工作，例如移民，因为在他的选区有许多居民是新移民，我真不好意思说我也是他选区的选民。”

“Jim only put work into certain areas, like immigration, because a lot of his riding is made up of new immigrants,” Jonathan Fon, the vice-president of CFCO (the Canadian Federation of Conservative Organizations) says. “I’m ashamed to say I’m a constituent of his riding.”

詹嘉礼在动情告别议会同僚时，将自己称为自由党的“最后一位武士”，并表示自己辞职是为了有更多时间和84岁的母亲及其他家人相处，但最主要的原因还是想为多伦多服务。

In his emotional farewell, Mr. Karygiannis called himself the Liberal party’s “last samurai” and cited a desire to spend more time with his family, including his 84-year-old mother, and serve Toronto as the main reasons for his resignation.

詹嘉礼告诉《大中报》：“我去渥太华的时候是33岁，现在我已经59岁，我一直睡在酒店里，我想睡在自家的床上。”

“When I went to Ottawa, I was 33,” Mr. Karygiannis tells Chinese News. “I’m 59. I’ve been sleeping in hotels. I want to sleep in my own bed.

由于多伦多39选区的市议员狄格兰（Mike Del Grande）不再寻求连任，詹嘉礼表示他决定回到多伦多竞选市议员，以便能够离家人近一些，并且会继续以选民习惯的方式为他们提供服务。

With Ward 39 Councillor Mike Del Grande not seeking re-election, “I decided to run municipally to be closer to home and still serve my constituents in the fashion they’re used to,” he says.

但是Fon却对詹嘉礼的解释嗤之以鼻，他认为这是因为詹嘉礼的“武士道”精神不受小特鲁多领导的联邦自由党的欢迎。詹嘉礼曾因被指将口香糖塞进公共电话投币口，以阻止竞争对手致电支持者而出名，但小特鲁多已经明确表示他不会容忍此类行径。

Mr. Fon laughs at that explanation, believing that Mr. Karygiannis’s “samurai” tactics – he was famously accused of jamming pay phone coin slots with chewing gum to prevent rivals from calling their supporters – made him unwelcome in Justin Trudeau’s Liberal party, whose leader has said he won’t tolerate that sort of behaviour.

Fon称：“我不明白为什么选区没有尽早推翻他，而是让他这么体面地辞职。”

“I don’t know why the riding did not overthrow him as early as possible, and gave him such a reputable resignation,” Mr. Fon says.

士嘉堡-爱静阁选区长期居民，企业主福斯特认同Fon的看法，他曾在2000年和2004年的选举中担任保守党候选人，并希望参加即将到来的补选。

His sentiments are echoed by business owner Andrew Faust, a longtime resident who ran as Scarborough-Agincourt’s Conservative candidate in 2000 and 2004 and hopes to run again in the upcoming byelection.

福斯特称：“毫无疑问，詹是一个强大的对手，但我不得不说他与众不同的竞选活动方式令人可疑。”

“Jim’s been a formidable opponent, that’s for sure,” Mr. Faust says. “But I would say the way he ran his different election campaigns has been questionable.”

Mr. Faust also believes the Liberal party was behind Mr. Karygiannis’s resignation, not only because of his tactics, but because of his attendance and service records – despite serving as the riding’s MP for more than 25 years, Mr. Karygiannis was never a minister, though he served as a parliamentary secretary for three ministries between 2003 and 2005, and his House of Commons attendance record was fifth worst among federal MPs in 2011.

福斯特语带嘲讽地称：“和自己选区的选民在一起......似乎比在渥太华花时间更重要。”他同时指出，如果詹嘉礼能在市选中获胜，那会是从联邦国会议员到市议员的“巨大”退步。

“Working with the constituents in your riding... seems to be more important than spending time in Ottawa,” Mr. Faust quips,　noting that it’s a “huge” step down to go from federal representative to city councillor, provided Mr. Karygiannis wins.

截止4月16日，除詹嘉礼外另有五位候选人已经登记参选39选区市议员，其中包括前多伦多地产局主席赖桂霞。

As of April 16, five other candidates had registered to run for ward 39 councillor, including former Toronto Real Estate Board President Cynthia Lai.

但是有关从联邦政坛转为投身市政是退步的说法令詹嘉礼感到不满，他举例称旺市市长贝佛拉克，安省伦敦市长丰塔纳和康沃尔市长基尔戈都是从国会议员投身市政，此外现在的多伦多市长候选人之一邹至蕙也是前圣三一士巴丹拿区国会议员。

For his part, Mr. Karygiannis bristles at the suggestion that municipal politics are a step down from federal, citing Vaughan mayor Maurizio Bevilacqua, London, Ontario mayor Joe Fontana, and Cornwall mayor Bob Kilgour as examples of former MPs who entered municipal politics, in addition to current mayoral candidate and former Trinity-Spadina MP Olivia Chow

詹嘉礼称：“如果你还年轻，你会往上爬并希望在渥京发展，但我已经在渥京工作了25年......我希望我可以运用些经验帮助未来的市议会同僚。”

“You go up if you’re young and want to make changes in Ottawa,” he says. “I’ve done Ottawa for 25 years... I’m hoping I can use that knowledge to help my future colleagues in city council.”

詹嘉礼也不认同有关他的辞职与小特鲁多的新反攻击政策有任何关联的说法，为了表明反攻击的决心，小特鲁多最近禁止前候选人袁丽思争取圣三一士巴丹拿选区的自由党候选人提名。

Nor does he like the implication that his departure had anything to do with Justin Trudeau’s new anti-aggression policies, most recently illustrated by his refusal to allow longtime incumbent Christine Innes to run for the Liberal party in the Trinity-Spadina riding.

詹嘉礼称：“我是自己决定离开，我非常支持特鲁多，我认为联邦自由党将会执掌下一届政府，如果我有时间，我会为我的选区的继任者效力。”

“Look, I decided on my own to leave,” Mr. Karygiannis says. “I am very supportive of Mr. Trudeau, I think the Liberal party’s going to form the next government, and if I have time I will go work for the successor in my riding.”

詹嘉礼也很反感竞争对手拿他的出勤记录或是与口香糖有关的竞选战术说事，并称后者是“陈年旧事”。

He also has little patience for opponents bringing up his attendance record or chewing gum-related campaign tactics, calling the latter “old stuff.”

他称：“我不回首过去，我只展望未来。”

“I’m not rehashing the past,” he says. “I’m looking forward into the future.”

在被问及为什么将自己称为自由党的“最后一位武士”时，詹嘉礼称他是指争取选票的能力。

Asked why he called himself the party’s “last samurai,” Mr. Karygiannis says he was referring to his ability to secure votes.

詹嘉礼称：“每个党派都有人一旦赢得竞选后就随波逐流，然后席位不保，但在最近一次大选中，虽然我们遭遇了滑铁卢，但我仍然保住了自己的席位。”

“There are people in every party... who win once, go with the flow and don’t keep their seats,” he says. “The last election... was a tidal wave against us, and I was still able to maintain my seat.”

Mr. Karygiannis cites his 4567-vote margin of victory in 2011, one of the Liberal party’s highest in that election, as evidence that constituents approved of his work.

士嘉堡-爱静阁选区居民Patrick Rupnarain是圭亚那移民，他的妻子陈旭则来自中国大陆，他们的亲身经历就是一个很好的例子，足以说明詹嘉礼为什么会在过去20年里多次连任：在2010年，Rupnarain时年15岁的女儿想去参加佛罗里达的一个学术竞赛，但她不久前却弄丢了护照。

Scarborough-Agincourt resident Patrick Rupnarain, a Guyanese immigrant whose wife Chen Xu is from mainland China, provides a good example of the type of personal touch that helped Mr. Karygiannis get repeatedly re-elected over two decades: in 2010, Mr. Rupnarain’s then-15-year-old-daughter wanted to attend an academic competition in Florida but had recently lost her passport.

“He co-signed her application, called the police and spoke with them personally, and wrote a letter for us to take to Scarborough Town Centre,” Mr. Rupnarain says. Not only did his daughter receive her passport in time, Mr. Karygiannis’s office provided her with 50 miniature Canadian flags to hand out at the competition.

Rupnarain称：“每当我们有需要的时候詹总会在那里，他全心全意代表他的社区，如果我们得到一个哪怕只及他十分之一的人，我想社区也会非常满意。”

“Jim was always there whenever we needed him, and a tireless representative of his community,” Mr. Rupnarain says. “If we get somebody who’s 10 percent as good as him, I think the neighborhood will be quite satisfied.”
