为无家可归青少年提供服务的“央街使命”欲登陆唐人街,并在士巴丹拿街设立服务中心。但此举引华裔社区对此强烈不满,并欲将该组织的新服务中心逐出唐人街。Bob Mok的专栏将这一极富争议的项目展示读者。

Yonge Street Mission, the institution to improve lives for street-involved youths, plans to come into Chinatown and to establish a facility on Spadina Ave. The announcement has sparked strong oppositions from the Chinese community, which intends to kick the new project out of Chinatown. Bob Mok’s series put the controversial project under the spotlight.

  

2015年11月,“央街使命” (YSM)宣布计划进驻位于唐人街中区士巴丹拿街 365/367号的物业。据YSM介绍,这个面积达2.4万平方尺的服务中心旨在为多市无家可归的青少年提供扩展服务,以进一步满足他们的需求,预计该中心在整修完毕后将从2017年底开始提供服务。

In November 2015, the Yonge Street Mission (YSM) announced their intention to move into buildings located at 365/367 Spadina Ave in the heart of Chinatown Toronto. According to YSM, the 24,000-square-foot site will offer expanded services designed to accommodate the needs of Toronto’s street-involved youth by the end of 2017 upon the completion of renovations.


YSM的进驻计划在华裔社区引发轩然大波,许多华人都强烈反对该组织登陆唐人街。为了阻止YSM进驻,当地逾3000名居民已经发起联名请愿活动。预计除了已经发生的一系列抗议活动,当地居民还会进一步就此发起论战和采取行动,以期将YSM的新服务中心逐出唐人街。

This announcement set off a firestorm within the Chinese Community and many opposed to this move. Over 3000 residents signed a petition opposing this relocation of the YSM facility since then. It is expected that beyond the protest rally already happened, there will be further discussions and efforts to dislodge this facility from the area.


要想了解这一争议项目的来龙去脉,我们首先必需了解YSM的背景:

To understand what this is all about, we must first look into the background of the YSM:


在1896年,47岁的约翰•库里奇•戴维斯创立了基督教组织YSM,当时他只是驾驶一辆“福音马车” 四处分发食品和衣物,后来该组织逐渐发展壮大,最终在央街租用店面用于提供服务。

At the age of 47, John Coolidge Davis started the Christian-based YSM organization in 1896 with a “Gospel Wagon” and handed out food and clothing, eventually progressed to operate from a rented storefront on Yonge Street.


YSM是非营利组织,其收入都是来自于捐赠。据YSM网站称,该组织的运作是由4名成员组成的领导小组以及10名成员组成的董事会负责。

YSM is a not-for-profit organization and derives its revenue from contributions. According to its web site, it is run by a leadership group of 4 members and a Board of Directors of 10 members.


目前,YSM在多伦多市区的六个不同地点设有服务中心,这些中心每年为超过1.2万名特殊需求人士提供多种服务。在它们的帮助之下,许多长期身陷贫困的家庭、老年人、孤立无援的成年人、无家可归的青少年以及儿童的生活得到显著改善。

YSM has six different locations in Toronto's downtown core. These sites serve more than 12,000 unique individuals each year. Their diverse programs have made a positive difference in the lives of families, seniors, socially isolated adults, street-involved youth and children who experience chronic poverty.

引发争议的服务中心(Evergreen Centre )除了为无家可归青少年提供热的膳食,还会向他们提供就业服务、全方位医疗服务以及个人辅导服务,并会举办就业、住房和教育研讨会。

The facility in question (Evergreen Centre) provides more than hot meals – although these are also served – through employment services, full spectrum health services, personal counselling and workshops on employment, housing and education.


据YSM网站称,目前多市约有1万名青少年流落街头,而Evergreen在2012-13年为6,750名无家可归青少年提供了服务。这个数字非常可观,但从中也可以想象大量青少年每天重复往返该中心带来的巨大客流量。

The YSM web site claims that out of approximately 10,000 street-involved youth in this city, Evergreen served 6,750 youth in 2012-13. This statement is very impressive but one can imagine the number of visitors on a per day basis as many will return to the centre on a repetitive basis.


YSM的迁址原因引发了诸多传闻与猜测。但有一个不争的事实是,Evergreen Centre目前所处的地块已经卖给一个开发商,按照规划当地将会兴建两栋共包含1106套住宅单元的公寓塔楼。目前,对正式计划进行修改的开发建议及多伦多地区规划附例已经张贴在相关建筑的外部指示牌上。

There are many rumours and conjectured reasons as to the why YSM would make this proposed move.  One confirmed fact is that the existing Evergreen Centre location was sold to a developer as part of their plan to build two condominium towers with 1106 residential units. A Development Proposal to initiate an amendment to the Official Plan and the City of Toronto zoning by-law is shown on a sign posted outside the building.
