从熙尔的反中国立场看华社选票之得失

安德魯•熙尔的反中国立场是联邦保守党和自由党外交政策的主要分歧所在，也是保守党在华人社区得失选票的根源。

The anti-China stance of Andrew Scheer's Conservatives is what separates their foreign policies apart from that of the Liberals. It is also why Scheer and his party gain and lose voters from Chinese Canadians.

自从自由党2015年执政以来，加拿大就与中国建立了牢固的经济和贸易联系。几十年来，自由党的外交政策一直着眼于与这一专制国家发展更深层次的经济往来。尽管中国扣押了两名加国人质，并且对多种加国农产品出口实施了严厉的禁运措施，自由党政府却对这一残酷现实视而不见，依旧与中国政府眉来眼去，试图保持亲密关系。

Canada had forged strong economic and trade ties with China since the Liberals took power in 2015. For a quarter of a century, the Liberals' foreign policies have focused on pursuing an even-deeper economic integration with the authoritarian state. Despite Beijing's hostage-taking of two Canadians, and Beijing's crippling embargo on a variety of Canadian agricultural exports, the Liberal government has turned a blind eye from the bitter reality and hardly changed its positions in China.



保守党熙尔却在世界经济强国面前姿态强硬，其立场之坚定胜过前保守党领导人哈珀。保守党这位当今领袖表示：“别再对与中国亲近而心存幻想，应意识到我们的利益与中国完全不同，与中国打交道应非常谨慎，小心。”

The Conservatives under Scheer has a more hard-line position on the economic superpower, with far more firm stance than the previous leader Harper." Forgetting hopes of a warm relationship with China, recognizing our interests are incompatible with Beijing's and engage with China warily in the future", said the Conservatives leader.

熙尔清楚地表明他将步美国和澳大利亚的后尘封锁中国5G进入加国市场。他敦促特鲁多对中国的欺凌行径做出反应，加强对中国进口食品检查，并考虑对中国进口产品征收报复性关税的可能性。熙尔反复要求特鲁多对中国采取强硬手段，包括要求向世贸组织提起对中国的投诉，以及减少加国向北京亚投行的投资额。

Scheer has made it clear that he will follow the lead of the US and Australia not to allow Huawei to participate in Canada's 5G network. He pressed Trudeau to respond to China's bullying actions by intensifying Canadian inspections on all imports from China and to start exploring possible retaliatory levies on Chinese products. Scheer reiterated his calls for Trudeau to take firm actions against China -- including launching a complaint against China with the World Trade Organization. He also demanded Trudeau to cut Canadian funding to Beijing's Asian Infrastructure Investment Bank.

Scheer aimed at China in his first major foreign policy speech, saying the Asian country's rise is a threat to Canadian security. He condemned China's dismal human rights record, its disregard of the rule of law system, and the state-controlled judiciary process. The Conservative leader denounced China's adversarial approach to Canada and the Western democratic world, calling for a reset of trade relationships with the Middle Kingdom. Canada is "a long, long way off" from being able to trust China, he said.

熙尔的中国立场并非空穴来风。与生父为中加关系创始者的特鲁多不同，熙尔在对共产主义的反叛情节中长大。铁幕的倒塌让熙尔对专制政府产生疑虑，而年轻时代的他对苏维埃国家人民被剥夺了的自由的理解，埋下了他对民主制度持坚定信念的种子。

Scheer's China vision has not come out of blue. Unlike Trudeau, who was born to a father who created a China legacy, Scheer grew up with a streak rebellious against the communist. Scheer followed the fall of the Iron Curtain, which left him suspicious of authority from the government. His understanding of deprived freedom of citizens in Soviet-bloc countries as a youth seeded his belief in democracies and limited government.

Chinese Canadians divide over Scheer's anti-China stance. It has offended those who are aligned with Beijing but gained support from others who are pro-democracy and oppose China's dictator regime. Some WeChat posts have highlighted the diverse views of the communist government in this 1.8 million strong diaspora. "I used to be a core Conservative supporter, but I am fed up with Conservatives under Scheer this time around. As a Chinese Canadian, I hope our next PM will focus on building a stronger tie with China, rather than turning hostile towards my home country."
