中英对照: 渥太华大手笔援救加国“个体户” 北京却对就业的创造者无动于衷

（大中报/096.ca特稿）：在冠状病毒全球蔓延之际，加国政府拿出1070亿加元拯救停滞的加国经济，防止公司破产并挽救失业。其中多一半的拯救基金将直接提供给疫情危机中受挫最重的加国人士，其人数将以数百万计。但渥京这一大手笔的资助之举将让那些中国的低收入人士和贫困劳工们艳羡不已。

Amidst the escalating crisis of COVID-19 pandemic, the Canadian government injected $107 billion into the stalled economy in a bid to bail out companies and save jobs. More than half of that aid package – about $52 billion will go directly to millions of Canadians – who face the hardest hit in the pandemic. However, Ottawa’s stunning subsidy would make the low-income earners and the working poor in China envy.

Ottawa’s aid package intends to help out small business owners, self-employed, and economically marginalized workers taking odd jobs, in precarious employment status, and struggling in the gig economy. The handout is essential for them to survive the crisis by helping tenants to pay rent, homeowners to pay mortgages and families to cover grocery bills and necessities. Trudeau announced the package at the same time when the US decides to pump US$1-trillion into the economy, which also included direct payments to individual Americans. A 9 billion pound of support in Britain and €1,500 direct payments in France all intended to save the independent workforce out of the crisis.

Watching the money in the Western countries flowing into those in desperate needs is an eye-opening experience for low-income workers in China who are left to struggle alone in an economic crisis that may eclipse the West. China adopted draconian lockdown measures for two months that have grounded to halt the economy, leaving unemployment soar and businesses to race for survival. But more distressingly, it pushed the most vulnerable in the country to the breaking point – those who had shed sweat, blood, and tears to make the country hum. In Feb and Mar. two months alone, migrant workers faced about 800 billion Yuan of lost wages and self-employed suffered 700 billion.

Among the millions who lost jobs across China, many families are looking at their sources of income drying up and relying on limited savings to survive. A 64-year-old street vendor with a diabetic husband lost her only source of income of 2000 Yuan per month. A hairstylist and his wife without savings were living on instant noodles to get by. Many migrant workers who quickly ran out of money had to resort to their neighbors for food supply – from eggs to rice to vegetables. A 28-year-old clothing seller in Guangzhou and his wife running out of money for food and shelter joined workers marching in the streets to demand wage subsidy.

但比起多数西方国家更为财大气粗的中国政府却为这个国家最底层的劳工阶层做了什么？中国政府将数万亿元注入其银行系统拯救经济，但却任凭危机的浪潮把一只只满载贫困弱势群体小船撞得粉身碎骨而不惜提供一根救命稻草。当疾病和灾难把他们推向绝境，当他们在流离失所，贫困交加的境遇中挣扎，政府却对他们的痛苦哀嚎和悲悯祈求置之不理，听而不闻，视而不见。

But the Chinese government, with the financial firepower surpassing many Western counterparts, has not provided a penny of support to the country’s working poor. Beijing has injected trillion Yuan of stimulus into its banking system while leaving those in the bottom rung of the economic ladder bearing the brunt of the blow. The government turns a blind eye on the most desperate population when illness and tragedy bring them to their knees.

患难见真情。这场冠状病毒之灾显示了某些国家和政府的爱心，也暴露了另一些权力机构的残忍。那些开口阔绰，有能力一掷千金但却对挣扎中的劳苦大众不撒分毫的政府是最残忍的。他们把GDP的增长凌驾于弱势群体的命运之上，在灾难和危机当头追求虚幻的荣誉和权力的野心。但事与愿违，缺乏人性和爱心的政府只能把国家带入冷酷、无情的深渊，让文明、现代社会所尊崇的同情和关爱的社会价值观受损。它将导致社会的进一步分裂，加剧等级冲突，并酝酿着社会的动荡和不安。

The crisis of coronavirus brings out the best and the worst in a government. The authorities that throw a massive financial assistant plan but give the least assistance to those in poverty and need are the cruelest and perverse ones. They put GDP growth above the crippled livelihood of the vulnerable in a bid to seek the illusion of victory and the glamour of control at the moment of crisis. But contrary to its wish, the acts of inhumanity will only steer the country onto a callous course that disregards the empathetic and compassionate values embraced by modern and civilized society. It will further polarize a divisive nation, escalate tensions and sow seeds for social unrest.
