中英对照:从中国大面积接种试验性疫苗看中加科技合作的暗淡前景

随着新冠瘟疫席卷全球, 新冠疫苗似乎是结束这场灾难的唯一利器。在全球几十种疫苗处于研发阶段的今天,为了在国际疫苗开发领域抢占领先地位的中国已迫不及待地使用未经批准的疫苗为大量人口开展免疫,使几十万非进入临床试验的人口接种了尚处试验阶段的新冠病毒疫苗。中国政府的这种践踏科学的行为应唤醒加国医学界与中国联手开发疫苗的“合作梦”。
 
As covid 19 pandemic rages through the world, vaccines seemed to be a powerful weapon to put the havoc to an end. With dozens of vaccine candidates worldwide pending clinical trial results, China has lost its patience, rushing to inoculate its population at a large scale with the unproven vaccines. The ambition to claim the top position in the global vaccine development has seen unproven shots given to hundreds of thousands of people outside the clinical trial. China's trampling on science gives a reality check to Canadians in delusions of joint medical programs with China.

与实验药品不同,疫苗将在大面积人口中接种,因而即使出现罕见的副作用也会给大量人口造成伤害。为此,疫苗必须满足很高的安全标准。严格的临床试验是保证疫苗有效性及安全性的关键。临床试验的三个阶段必不可少,即使二期试验效果令人鼓舞,三期临床很可能让你弃甲曳兵。以往许多试验药品虽顺利通过2期临床测试,但终因3期临床失败而遭美国药监局的禁令。
 
Unlike experimental drugs, vaccines must clear a high bar of safety standards before given to masses of people because a rare side effect could cause harm to thousands. Rigorous clinical trials go a long way to ensure the vaccine's safety, where all volunteers are under intensive medical surveillance. A phase 3 trial after a promising phase 2 results is crucial for proving vaccines' safety and effectiveness. Over the past, the FDA disapproved of many drugs that failed in phase 3 trials, even though they delivered desired safety and efficacy in earlier phases.
 
但中国的那些被“紧急接种”试验性疫苗的人口数额巨大且仍不断上升。这些人包括即将出国留学的学生,国有企业雇员,第一线工作人员,以及制药公司的工作人员等。接种人口将很快扩展到医护人员,边境官员,服务业员工,餐馆人员及公车司机等,这些人都将在3期临床试验未出结果前被接种疫苗。
 
The injected demographic in China under an "emergency use" of the unproven vaccine is massive and keeps growing. They've included students planning to study abroad, state firm employees, workers deemed essential, and those working with pharmaceutical firms. The population will soon expand to medical workers, border officials, service industry employees, restaurant servers, and bus drivers – all before conclusive results from the phase 3 trial. 



在没有向接种疫苗者提供安全风险警告,或在大众对接种副作用及可能带来的危险毫不知情的情况下接种疫苗近乎于对大面积的人口进行人体实验,是对人权的侵犯。更有甚者,中国政府根本没有采取对被接种人口进行密切监护观测的措施,也就是说如果患者一旦出现严重副作用或出现严重病状,中国政府的态度则是“自行处理”,“概不负责”。
 
Giving unproven vaccines to an uninformed public -- without recipients' consent or warnings of risks and side effects-- effectively forced the affected population into involuntary guinea pigs, amounting to serious human rights violations. More disturbingly, the Chinese government hasn't taken any known steps to monitor the injected individuals, leaving them on their own to deal with the aftermath of the injection –including suffering adverse effects or becoming seriously ill.

Releasing unproven vaccines to the public is potentially endangering public health. China's move has faced a backlash from global health experts and pharmaceutical companies. "I don't think this is right, ethically," said Joan Chen, the Shanghai-based CEO of the pharmaceutical firm I-Mab Biopharma. "This is very wrong," said Ray Yip, the Gates Foundation's former head in China. "By China doing this, it's setting up a wrong example for the world," said Lawrence Gostin, a professor of global health law at Georgetown University. In late Aug., Papua New Guinea denied border entry of a group of workers from China given the vaccine outside of an authorized trial, citing the vaccine lacked vigorous tests, protocols, and procedures.
 
中国的行为完全违背西方医学体系下的程序和规则,直接威胁到加中两国之间疫苗开发项目的合作。今年8月,中国单方取消了向蒙特利尔输出试验疫苗,使一项数百万元的中加联合开发项目流产。这一合作失败不禁使人们质问为什么加拿大实验室会选择与一个践踏规则之政权下的研究机构进行合作,同时也给两国所有科研合作开发项目敲响了警钟。
 
China's actions fly in the face of rules and protocols under the Western medical regime, threatening any joint vaccine project's feasibility between the two countries.  In Aug., a multimillion-dollar collaborative project collapsed after China arbitrarily canceled the shipment of vaccine to Montreal, raising questions of why a Canadian lab chose to work with a partner from a rule trampling country. I t was a wake-up call to any research partnerships with the regime.
