The Toronto Chinatown Business Improvement Area (CBIA) is a not-for-profit community based City of Toronto agency established in 2007. CBIA works closely with all three levels of the government, area residents, community groups, other BIAs and the private sector to build a strong Chinatown community. CBIA aims to build a better future for Chinatown together with Chinatown Businesses.

The “CBIA Members Survey 2020” is the first business member survey done by CBIA for Chinatown Businesses. The survey results are used to create an up-to-date business directory, evaluate the current needs and challenges of Chinatown businesses, and understand how can CBIA better support and assist Chinatown businesses. Within the survey, there four main areas of focus which includes: (i) business information and profile, (ii) challenges for operating in Chinatown, (iii) their connection and understanding of CBIA, (iv) concerns and hopes for Chinatown’s future. In total, 407 surveys were delivered to Chinatown businesses online and in person, with 118 surveys completed and returned within three weeks. This reflects a 29% response rate from CBIA members.

Based on survey results, Toronto’s Chinatown businesses have proven to be “diverse” in nature. The top three operating business types are: shops & retail (45%), food & restaurants (25%), and customer services (24%). The survey indicates Community safety, streetscape & cleanliness, marketing & promotion are the most common areas of improvement required. The Covid-19 pandemic has also deeply affected Chinatown businesses, making it more challenging for them to operate; it also impacted how members respond to the survey.

Some very important statistics are collected from this survey. The percentages of businesses operating under 3 years (13.7%) indicate a tough surviving environment in Chinatown. Of course, this can also be a reflection of the many closures as a result of the Covid-19 lockdown. Other statistics on businesses operating for 3 to 9 years (28.7%), 10 to 20 years (27.5%) and over 20 years (30%) certainly support the earlier statement.

The survey results also reflected that many businesses are unfamiliar and unaware of the roles and responsibilities of CBIA. Overall, despite CBIA’s active outreach efforts, there is still a sense of disengagement among businesses with the broader Chinatown Community. This means that many of the business members do not take full advantage of the benefits provided by CBIA – free Personal Protection Equipment (PPE) distributions, pest control activities, and graffiti removal just to name a few.

There are nine opportunities for actions identified throughout this CBIA survey. Recommendations for next steps are presented based on the scope and timeline of each goal. Some can be achieved shortly, while others may be beyond CBIA’s current scope and capacity and will need external support. CBIA now has a baseline data set as a reference for any future surveys. A Chinatown-wide survey can be repeated every 2 – 3 years to build up a living data reference library for CBIA members. This would help CBIA staff and Board of Directors to better plan for visions for the future to support Chinatown businesses.

This survey has provided CBIA with a comprehensive understanding of its members. It would be important to set up short-term goals and plan for the long-term revitalization and survival of Chinatown businesses. CBIA can share the survey results with other BIAs, the City of Toronto, or other organizations to exchange knowledge and ideas. More partnerships or collaborations can help CBIA build stronger network to assist its members and achieve common goals. CBIA can also encourage members to be more involved with CBIA activities. These actions will ensure a more sustainable future for both CBIA and Chinatown.

A prosperous Chinatown with established and sustained businesses will serve to stablize the rental costs. As I referred to this earlier, gentrification will come (due to Chinatown's downtown location) and it has started. As long as the basic core of original businesses survive, so will Chinatown – for decades to come.
