Canada, long perceived as a bastion of integrity and good governance, and consistently ranked high in the global corruption index, has witnessed a notable tarnishing of its image in recent years. According to the latest report from Transparency International -- a non-governmental organization dedicated to fighting global corruption and promoting transparency, Canada has experienced a downward shift, falling from its top 10 position in 2019 to a current ranking of 13th out of 180 countries. This decline in standing can be directly linked to a series of high-profile political scandals that have emerged in the media, significantly eroding Canada’s reputation for transparency and ethical governance on the international stage.

The WE Charity scandal in 2020 brought intense scrutiny to the Trudeau government over alleged corruption practices. The controversy arose from a $543 million contract awarded to WE Charity for the Canada Student Service Grant program during the pandemic. The issue intensified due to the close personal ties between top leaders and WE Charity executives, raising significant conflict of interest concerns.  Justin Trudeau and his family members have previously participated in WE Charity events, and Trudeau's mother and brother were paid for speaking there. Bill Morneau’s daughter worked for a WE Charity’s affiliate, and his family took trips funded by WE Charity. The ensuing public outcry cast a shadow over the government's integrity. Trudeau expressed regret for not recusing himself from decisions making process. Under public pressure, Morneau reimbursed the funds associated with the trips and subsequently resigned from his position.

The ArriveCan scandal in 2022 was another exemplary case highlighting the federal government's mismanagement and corruption in Canada. The development of the app initially an $80,000 project ballooned to a staggering $54 million in expenses, spotlighting the inappropriate flow of public funds to private entities. Contractors and subcontractors that did not do any IT work received tens of millions, raising suspicions about their close ties with the top bureaucrats. But the parliamentary committee inquiry into who had made the decision leading to misdirection of funds failed to provide a clear answer, deepening concerns over  transparency and accountability in government's management of public finances. Meanwhile, the RCMP has investigated the alleged misconduct related to the outsourced contract.

The Ontario PC government led by Doug Ford wasn’t spared from the corruption scandals, with the recent Greenbelt controversy being a prime example.  Allegations of corruption in land-use decisions centered on the removing Greenbelt land for housing under the influence of private developers poised to gain an estimated $8.3 billion. The Auditor General's report criticized the decision-making process, particularly the actions of Ryan Amato, chief of staff to Housing Minister Steve Clark. Amato's decisions, often made post-private meetings with developers, bypassed standard review protocols, sparking concerns about transparency, conflicts of interest, and environmental protection.  After the scandal was exposed, both the Minister and the Chief of Staff resigned, and in a significant turn of events, the Ford government retracted its decision to delist land from the Greenbelt.

The findings of the Transparency report, along with the allegations of governmental ethics violations, highlight the urgent need for Canada to reaffirm its commitment to core values of integrity, transparency, and a corruption-free government. These issues have significant implications, both domestically and internationally, especially at a time when the global democratic system is facing challenges and experiencing setbacks worldwide.
