African Swine Fever (ASF), while posing no health hazards to humans, is a highly contagious and deadly swine disease. The virus can survive for several months in fresh or processed pork products, spreading rapidly through direct or indirect contact with the infected pigs or pork. ASF has caused severe pork shortages in the Chinese market since 2018 and affected far more countries globally. While ASF has not reached Canada, its potential threat to its $24 billion pork industry has raised the alarm at the Canada Food Inspection Agency, prompting the CFIA to take preventive actions through an awareness campaign in the ethnic communities.

While the CFIA is confident that ASF would not enter the Canadian border on the agency's watch, it concerns that the virus may make it to Canada through private or personal imported foods. "I hope people from the ethnic community realize the risks associated with the food brought into Canada through non-commercial channels -- including food packages mailed to international students in Canada or through unlicensed or illegal retail capacity," said Dr. Martine Appelt, the CFIA spokesperson.

Apart from ASF, several meat safety scandals have rattled the pork markets in China in recent years, creating a food safety crisis that undermines consumers' confidence. As China's major trading partner, Canada is not immune to the risks that threaten consumers' well-being, particularly those who rely more on the imported food market for grocery supply. The CFIA strives to keep the dangers of unsafe products to a minimum and protect consumers from harm.

Meat products into Canada through licensed importers are under CFIA's stringent surveillance process and must meet the highest safety standards. While the CFIA banned the imports of raw meat from China, it allows processed meat products from that country – such as pork dumplings to appear in Canadian supermarkets. However, these products must be in full compliance with the CFIA requirements and under the agency's rigorous inspections -- including lab testing, before it reaches the store shelves in Canada.

To better protect consumers and further ensure the safety of imported food markets, the CFIA has implemented a licensing regime that strengthens food importers' accountability for product safety. The new legislation allows the CFIA to quickly identify the importer for the problematic food, incur penalties and fines and even revoke repeated offenders' licenses. Importers of Lao Gan Ma chili oil, which was caught up in tainted food scandals in China, are among the license-required businesses.

Ractopamine detected in Canada's pork shipments to China in 2019 has raised Canadian consumers' concerns over domestic products' safety. The CFIA believes that ractopamine, although banned in China, creates no safety hazard on human health and has allowed its use by Canadian pig farmers. Compared with clenbuterol, which caused tainted pork scandal in China in 2011, ractopamine has much shorter half-life in the blood. It can be more rapidly absorbed and excreted with a low level of tissue residues. "Ractopamine has raised no safety concerns for consumers one way or the other," said Appelt.

The CFIA also relies on consumers' cooperation to maintain a safe, healthy, and undisrupted pork market. It calls for Chinese community members' knowledge and consciousness to keep ASF contaminated exotic food out of Canada and to report any suspicious products to Canada's food authorities. "We really want to tap into the knowledge and awareness of the consumers to ensure the pork products in Canada are ASF free," said Appelt.
