Out of the blue, the City of Toronto announced two projects to create new affordable homes for some of its residents in the Downtown area. The Press Release on April 15 surprised many living in the downtown core. Taking advantage of a $200million time-limited fund supplied by the Federal Government, The city will use the funds for roughly 10 projects, negotiations for eight of these are still underway for the remaining sites.

In September of 2020, the federal government kicked off a billion-dollar program to fund modular construction projects and the acquisition of land or existing properties to use as affordable housing after money is requested by municipalities on this issue.

Funding for all the approved rapid-housing work is expected to be committed by March 31, 2021.

The two Toronto projects announced are located at 222 Spadina Avenue (within the Chinatown Centre in Chinatown) and 877 Yonge St. As with any purchases of land or buildings pursued by municipalities, the negotiations were shrouded in secrecy and kept away from public knowledge. What this means is that local residents cannot mount protests or demands against the use of the land and/or buildings before they become a done deal.

The three-floor former hotel in the Chinatown Centre costing $22.3 million will house approximately 84 people and support their health and well-being. The building will have studio, one-bedroom and two-bedroom apartments, each with their own bathroom and a kitchen. Amenities such as shared laundry and communal area will be provided.

While the purchase of the building is covered under the federal program, the support services will be funded by the province, making use of $15.4 million promised to the city by Queen’s Park last week.

The interior of the Chinatown Centre has gone through a number of renovations in the past to attract more foot traffic to the Shopping Mall. Unfortunately, that never worked out. To support the new tenants, it is likely that Doctors and Dental offices will be needed, along with pharmacy, medical laboratories, hair cutting salons, and restaurants. Many of these are not currently inside the Shopping Mall and they have to be recruited and moved into the building. All of this work needs to be accomplished in about a half year's time to meet the occupancy schedule.

The City, through its ward councillor, will have to move quickly and work with residents and members of the Chinatown Business Improvement Area (CBIA) organization to allay any concerns they may have. Affordable housing is a good thing to the area but the politicians must make sure that local residents fitting the criteria for occupancy must be given the priority to move in. To do otherwise can be conjectured as a slight to the residents and diminishes their support for the project.

Let us hope the City will do what is right and create a win-win situation for all parties.
