Beijing’s threat against Michael Chong sent a chilling message to Chinese diaspora

Fearing of the authoritarian crackdown, many Chinese with divergent views on their home country’s government escaped to Canada for democratic rights. But the reality has turned their desired freedom into a disillusioned dream. As Beijing's geopolitical operations reach overseas, many Chinese Canadians are still subject to their home country's government’s intimidation, facing CCP’s crackdown when speaking out against the authoritarian regime. They've found that their elected Canadian leaders often turned a blind eye to their horrific plight, unable to provide any help and support they desperately needed.

China’s state-sponsored intimidation efforts targeting dissidents overseas started with the Fox Hunt operation in 2014, when secret agents were sent abroad to coerce expatriates to return to China to face prosecution, using their families in China – including parents and siblings to exert pressure. Beijing's harassment efforts have grown over the years to the extent that it has operated over hundreds of police stations overseas to assert its state power over dissidents abroad.

Among the diaspora members who faced the threat of Beijing’s intimidation but got little protection from the Liberal government is the Conservative MP Michael Chong. The CSIS warned the Liberal government about two years ago that a Chinese diplomat Zhao Wei orchestrated an effort to target Chong’s family in Hong Kong after the Canadian lawmaker led a 2021 parliamentary effort to recognize China’s treatment of the Uyghur population as genocide. However, the CSIS warning seemed to fall on deaf ears. Mr. Chong had not been informed of the spy agency’s warning until the Globe reported it recently, while Zhao had remained a diplomat in Toronto until this week.

The threat against Mr. Chong has heightened the concerns over the safety and well-being of the Chinese dissidents abroad, putting the Liberal government’s lack of will and actions to protect the Chinese diaspora under the spotlight. Many Chinese Canadians said they tried to sound an alarm with the CSIS and the RCMP for years but were often ignored. The foreign registration act, which empowers the US authorities to crack down foreign illegal activities, does not exist in Canada, rendering the Canadian law enforcement agencies powerless in the face of the Chinese state actions. At the time when the FBI removed so-called Chinese police stations operating on its soil and laid charges against several Chinese agents, the RCMP could barely take any enforcement actions in Canada but merely parked police vehicles in front of the four suspected illegal police stations – to show their presence.

Chong is a symbol of what a precarious state that the Chinese diaspora is in as China ramps up its interference operations overseas. Beijing’s threat and intimidation against a member of Canadian parliament have sent a chilling message to the critics of China, leaving many more in the diaspora resorting to silence to avoid endangering their family and friends back home. It's ironic that in a country that believes freedom of expression is at the core of human rights, a growing swath of the ethnic community does not dare to speak out.
