Opinion: Evidence defies Johnston’s assertion that public inquiry is unnecessary

David Johnston, the special rapporteur of the Trudeau appointee, ruled out a public inquiry into the Chinese interference highly demanded by the public, telling Canadians that he has collected comprehensive information that can paint a thorough picture of Beijing's interference activities in Canada.  “In my view, a person leading a public Inquiry would be unlikely to learn more about who knew what, when, and what was done with it than has been made available to me,”  said Johnston in his report.  But Johnston’s report did not get to the bottom of matters, and his assertions cannot hold under heightened scrutiny.

CSIS intelligence reports have found Beijing's specific meddling efforts targeting Kenny Chiu in the 2021 elections, the former Conservative MP who proposed a foreign influence registry bill that angered Beijing. According to DFR Lab, Beijing has tapped into sophisticated strategies to influence Chinese Canadian voters, disseminating a flood of fake news and misinformation that painted Chiu's registry bill as an effort to target all people of Chinese origin in Canada.  "Chinese take heed! Conservative MP Kenny Chiu to Raise 'Foreign Influence Registration Act," a news brief on WeChat sent out from the authoritative news account "Torontolingshiguan (Chinese Consulate in Toronto)" urged users to spread the message that Chiu, if elected, would pass a law that requires everyone with a connection with China to register, resulting in widespread suppression and surveillance on the Chinese community in Canada. "Torontolingshiguan" was an official WeChat account operated by HuayiNet, a company with close ties to the Chinese government.

Tong Xiaoling, a former Chinese consul-general in Vancouver, claimed the credit for Chiu's defeat in the election, boasting that "Beijing's strategies were good." Following Chiu’s election loss, a September 23 opinion article from the Global Times repeated claims that
Chiu’s anti-China stance and his support for a bill that “many ethnic Chinese [say] will make any individual or group connected with China considered to be a spokesperson of the Chinese government and be required to register with the government” had lost him the vote.

But Johnston said there is no evidence to trace the campaign attacking Chiu to “a state-sponsored source” and referred it to a “misinformation campaign against Chiu, rather than disinformation.” “It is clear that PRC diplomats did not like Mr. Chiu,” the former governor general wrote in his report. But “it is much less clear that they did anything in particular about it. ” Johnston has reached his conclusion without considering the views of those in the center targets of Beijing’s efforts. He did not contact Chiu for an interview, and his interview with Erin Otool, the former Conservative leader, took place only after he finished writing the report.

Chiu said he does not think the report finding is a fair representation of what happened in the 2021 election and calls for a public inquiry. “Johnston may not understand how election interference plays out "on the ground," he told CBC. “I’ve been saying you’d be hard-pressed to find the smoking gun with their fingerprints on it,” Chiu said, “So you need to look elsewhere, you need to look thoroughly in other areas, but it looks like that’s not what David Johnston is trying to look into.”

An opinion poll has shown that Canadians are unsatisfied with Johnston’s findings and his internal, opaque, and PMO-driven report-writing process, with many believing the report was not based on sufficient expertise and impartiality. His recommendation against a thorough, fact-finding public inquiry will continue to draw ire from the public.
