The Chinese diaspora has lived under Beijing’s shadow for years, with many courageously exercising the right to free speech facing the most severe retaliation from Beijing. Many saw their family members pressured, harassed, and even imprisoned. But their repeated warnings over Beijing’s activities seemed to have fallen on deaf ears as they have received little response and support from Trudeau and the Liberal government. Adding insult to injury, David Johnston, the special rapporteur appointed by Trudeau, has vindicated Ottawa’s inactions in his report, saying the government has done its duty in dealing with Chinese meddling. He ruled out a public inquiry highly demanded by the Canadian public and the Chinese diaspora.

Leaders of Chinese Canadian activists have rejected Johnston’s findings, demanding a public inquiry that can provide a complete understanding of Beijing’s interference -- from the scale of the “transnational repression operations” that harassed and intimidated dissidents abroad to how Beijing mobilized the Chinese diaspora to influence the Canadian elections. Specifically, did political candidates in the 2019 elections receive the money funneled from China’s consulate, and how many were from the Chinese Canadian concentrated ridings? What strategies did Beijing use in its disinformation campaign targeting Kenny Chiu in the 2021 election -- the Conservative MP proposed the foreign registry bill? More importantly, what did Trudeau’s government know about Beijing’s activities, and what actions did they take to address them?

The Trudeau government has been trying to sweep Chinese interference under the rug. Trudeau has denied having been briefed about China’s interference in the 2019 election, saying he hasn’t received any information on federal election candidates who allegedly received funds from China, despite the PCO document indicating the PM had been briefed at least six times on foreign election interference since 2018. He also used anti-Asian racism as a shield several times to dodge journalists’ burning questions about his knowledge of foreign interference.

This PM’s long-term friend confirmed Trudeau’s statement that he had not received any information on candidates receiving funds from China in the 2019 election. Johnston also contradicts O’Toole’s claim, finding that “misinformation targeting Conservative MPs could not be traced to a state-sponsored source.” But Johnston’s internal, opaque, and PMO-driven report-writing process that relied on Liberal insiders is facing a credibility crisis. Pressed by opposition leaders before the Commons Committee, he conceded that his report that China did not orchestrate a campaign against the Conservative Party “may have been based on incomplete intelligence.” An opinion poll shows many respondents believe Johnston’s report was not based on sufficient expertise and impartiality.

Chinese Canadians in the crosshairs of Beijing’s interference can no longer put up with Liberals’ indifferent attitude towards China’s abhorrent activities and Trudeau’s repeated attempt to hide the truth. Only a thorough, fact-finding process, with the judiciary power to subpoena documents and compel witnesses to testify in public, will provide much more convincing evidence that allows them to hold the government accountable. Lacking such a mechanism makes China critics in exile more worried about their safety in the face of Beijing’s transnational repression, said Uyghur rights activist Mehmet Tohti.
