央行大举升息行动面前 加国百姓直咽苦水(观点)

Canadians swallow a bitter pill as BOC wages an all-out fight on inflation

Canada’s inflation has emerged as a persistent challenge, remaining above the central bank’s target for 27 months. Bank of Canada (BOC), worrying about the broad detrimental effects of unchecked inflation on the economy, has waged an all-out fight to get the inflation back to the 2% target, mounting a shocking and aggressive campaign that saw interest rates raising from near-zero levels to a substantial 5%. The central bank’s aggressive monetary-tightening campaign has exerted tremendous financial pressure on average Canadians, leaving those heavily in debt grappling with profound hardship and pain.

The variable rate mortgage borrowers are the hardest hit by BOC’s relentless rate hikes. Amid a rapidly soaring rate, many would find their fixed monthly payment can no longer cover the interest owed. About 20% of the mortgage borrowers of the three major Canadian banks (TD, BMO and CIBC) have hit the trigger point where  their mortgages balloon in size and where they face payment shocks. More specifically, about 8,000 CIBC clients had increased their monthly payments and more than 1,000 customers were making lump-sum payments. Moreover, many may face even more acute painful choices at the mortgage renewal, from topping up payments to increasing monthly payment to switching fixed mortgage rate.

A significant rise in mortgage renewal rates could prove devastating for many Canadians struggling financially. The financial threat over housing –- or the ability to put a roof over their head would cause the most significant distress , pushing them from desperate to borderline hopeless. Despite a decent economic growth in Canada, many Canadians are in a state of economic gloom. According to a poll released by Mental Health of Canada, nearly 40 percent of the 3,819 people it surveyed said financial issues are affecting their mental health, and that 28 per cent of unemployed people and 27 per cent of people having financial troubles reported having had suicidal thoughts in the past year.

Canadians grappling with the hardship and pain from the BOC’s continuous rate hikes have to swallow the bitter pill, yet lacking an appropriate outlet to vent their frustrations. Arguing that the suffering caused by the rate hikes to workers will outweigh the benefits, Ontario Premier Doug Ford echoed the sentiments of B.C. Premier David Eby. In a letter to the governor of the bank, he urged against further rate hikes “Interest rate hikes were a burden on people and businesses, “ said the Premier. “Families and businesses cannot afford the crushing impact of further rate hikes.”  However, politicians who harness their political power to voice these concerns on behalf of Canadians met with criticism of politicizing the rate discussion and attempting to interfere with the Bank of Canada's decisions.

Federal Finance Minister Christia Freeland acknowledged her appreciation for the BOC's recent decision to pause rate hikes. However, in light of the backlash against politicians for political meddling, she refrained from calling for a halt to further increases and an end to policies hurting Canadian families. "Our government recognizes the significance of an independent central bank for Canada," said the Finance Minister.

Canada’s inflation plunged to 2.8% in June 2023 from its peak of 8.1% the previous year, a remarkable decline for which Canadians paid hefty prices.  The millions of Canadians’ financial hardship was just collateral damage in BOC’s grand mission to fulfill its mandate and its steadfast commitment to its objectives. Despite public outcries over the economic repercussions of monetary tightening, the central bank remained resolute. In its September statement where it temporarily held the rate steady, the bank indicated its willingness to raise the rate further should the inflation not descend to its 2% target. How much further financial and mental distress can Canadians endure before reaching their breaking point?
