GCStrategies, an IT consulting firm, has found itself at the epicenter of a national controversy surrounding the federal government’s outsourcing scandal. Despite its limited core expertise in app development and being a small, two-person staffing company, GCStrategies was awarded $11 million for the development of the ArriveCan app, and a total of $44 million from the federal government in IT contracts over two years. GCStrategies' financial windfall has ignited controversy over the government's contract awarding processes, spotlighting the firm's cozy ties with top bureaucrats that facilitated the inappropriate flow of public funds to private entities.

Kristian Firth, GCStrategies’s managing partner, painted a promising picture for Botler, a potential candidate for one of the CBSA's outsourcing contracts. Firth confidently assured Botler’s chief executive that their software, a chatbot addressing workplace sexual harassment, could be approved for use across the entire public sector, so long as GCStrategist acted as a broker, with a commission of 20 percent.

The 'competitive edge' GCStrategies boasted appeared to stem from its mutually beneficial relationships with senior government officials. Recorded communications by Botler executives revealed the extent of these long-term and intimate collaborations. Mr. Firth described Cameron MacDonald, the then-director-general of the CBSA as a friend and mentioned his extensive collaboration with MacDonald throughout his government career. He also advised Ms. Dutt and Mr. Morv of Botler to specifically praise Mr. MacDonald in meetings with other senior officials, ensuring he was 'taken care of.' Concurrently, Mr. MacDonald from the border agency was recommending that Botler collaborate with Mr. Firth, facilitating a process through which millions of public funds were channeled to a private firm that subcontracted its IT work. 'Please work with Kristian,' and 'let Kristian work his magic,' were directives MacDonald gave to the Botler entrepreneurs.

MacDonald vehemently denied receiving any kickbacks, instead suggesting others were culpable in the scandal. Now the cozy ties between government officials and IT contractors has been under RCMP’s investigation.

The Globe report about ArriveCan contract left the officials involved in panic, fearing the public exposure would result in someone's "head on a plate".  Undoubtedly, the parliamentary hearings and law enforcement investigations ensued signify a triumph for Canadian democracy, highlighting the crucial role of transparency, a free press, and active civic engagement have played in ensuring corrupt practices of government officials cannot escape the public radar.
