Alan Li, a refugee from Hong Kong residing in Canada, said his landlord reported him to the Chinese consulate for his anticommunist views, following a personal dispute with him. Individuals are using allegations of anti-communist sentiments to the Chinese consulate as a means to enact vendettas, highlighting an alarming escalation in the CCP’s international campaign of suppression overseas.

像Li这样的许多持不同政见者逃离来源国的专制统治,远渡重洋而来到西方,但却仍然未能逃离在中国共产党在海外势力的掌心。受中共迫害后逃离中国的郝丹(音译)讲述了他在温哥华经历的噩梦。作为中国共产党的一个直言不讳的抗议者,郝沦为中共恐吓行动的受害者,面临国际通缉令、恐吓电话和来自中国代理人的监视活动。

Many more dissidents like Li fled home country’s authority to the West only to find they still live under the shadow of CCP’s influence abroad. Dan Hao, who allegedly escaped China after falling foul of the CCP recounted the continued nightmare living in Vancouver.  As a vocal protester of the CCP, Hao was the target of the harassment campaign, facing international warrant, threatening phone calls and surveillance activities from Chinese agent.

Other individuals holding dissenting views have become the targets of CCP’s intimidation operation. Several members of NHKCC, a group of Canadian supporters of democracy in Hong Kong, received harassing and threatening messages that included graphic videos of women banning her head with heavy bleeding and beheading.  But the surveillance pictures of recipients attending a rally of protest against CCP, and the content showing the senders have the control of their personal information such as direct family members and travel plans seem far more intimidating.

None of the group members have received any follow-up communication after reporting the incidents, highlighting the insufficiency of Canada's current measures to protect individuals from foreign governments oppression.

Canada does not currently have Criminal Code offences that explicitly and comprehensively address the full range of clandestine methods used to conduct foreign interference, including harassment and intimidation by a foreign state.

Canada also lacks foreign registry system that would make it possible for local law enforcement agencies to charge and arrest the secretive agents sent by the foreign government. Its existence in the US has enabled the FBI to shut down a Chinese police station and arrested two alleged Chinese agents who operated an undeclared police station in New York City. The FBI’s successful crackdown made the RCMP’s struggle in countering similar threats pale in comparison. The US foreign registry law prohibits individuals from covertly working for a foreign government without declaring it to the US authorities. However, the law enforcement agency in Canada could barely take any actions except parking police vehicles in front of the suspected illegal police stations – “merely to show their presence”. The lack of a foreign registry   would only encourage the perpetrators while putting the victims in more harm.

随着针对外国干预加拿大民主的公众调查正在进行中,民主人士敦促联邦政府通过专门旨在对抗外国干预的法律,包括针对外国行为者的秘密、欺骗或威胁行为的条款。他们还期望联邦政府迅速兑现其引入外国影响力登记制度的承诺,迫使代表外国政府或利益工作的人员向加国政府公开其行动目的和手段。如果没有一个强大而有效的针对国外i势力的司法系统,有更多的像Li这样的不同政见人士会沦为外国日益猖獗的打压行动之受害者。



As federal inquiry into foreign interference in Canadian democracy is now under way, democracy activists urge Ottawa to pass laws specifically aimed at countering foreign interference, which include provisions against covert, deceptive or threatening actions by foreign actors. They also expect the government to quickly act on its pledge to bring in a foreign-influence registry, which would require people employed on behalf of foreign governments or interests to disclose information about their work.  Without a robust and effective legal framework, more dissidents like Li could fall victim to the escalating assertive power of foreign states.
